Young offender services and teams (YOSs) and young offender institutions (YOIs) are our main referral partners for VOYAGEs Horizon programme. Over the last three years Horizons has began to make available its programme to young people on remand or sentenced by the youth courts and is we are now developing and strengthening partnerships with Feltham and Isis Young offenders Institutes. 

Horizons has been running for over 12 years and forms a key plank in VOYAGEs mission challenging and reducing offending behaviour in communities whilst helping young people to reflect on their actions and involvement in acts of crime at all levels. Horizons is a hugely successful programme and its impacts are underpinned by a theory of change developed by London School of Economics underpinned by Project Oracle.

Horizons targets young black and BAMER males across all London Boroughs typically aged between 15 – 19 years engaged by Young Offending Teams and Services . Over the last three years Horizons has began to target young people on remand or sentenced by the youth courts and is now developing and strengthening partnerships with Feltham and Isis Young offenders Institutes.

Horizons is a group based interactive workshop programme and operates on a referral basis ONLY and cannot be access independently.

Horizons is a flexible programme framework which can be delivered in Pupil Referral Units synchronised and underpinned with other forms  educational support programmes in schools and wider community settings. Horizons provides a structured framework that can be shaped and tailored to suit the offending behaviours of young people that are refered.

Horizons is an eight week programme often planned at a minimum of three months in advance aiming to:

  • Develop leadership skills
  • empower young people to make the right choices
  • Help to identify solutions to life challenges
  • Help each young person to help themselves – and get back on track by:
    • Sign posting young people to key local and pan london services aiding back into their communities
    • Connecting young peoples aspirations to our partners from the creative, cultural, Development, education and employment training industries
    • CV and job seeking support

Horizons includes engaging and imaginative one day workshop on Violent Crime and Stop & Search.

Engagement activities will be delivered by VOYAGEs professional tutors governed by a service level agreement.

Workshop sessions are usually facilitated in familiar settings in partnership with local schools, colleges, YOTs, and YOIs.

Horizons was formerly titled the Young Offenders’ Leadership Development Programme.
